Weekly Spectrum Transaction Summary - December 21, 2018 December 21, 2018 09:59

This week's FCC transactions start with AT&T filing to acquire 12 - 700MHz licenses in South Dakota from Kennebec Telephone.  These licenses will expand AT&T's low band LTE into the urban and rural South Dakota markets.  Sprint is acquiring 4 licenses from Business Services in Kentucky.  Two of the licenses are 13 channel BTA licenses (BRS) and the other two licenses are 4 channel EBS licenses that are typically controlled by educational groups and then leased to Sprint.  Sprint stated this information about the EBS licenses in their filing:

As part of this transaction BSO Licenses WMX674 and WMX680 are being assigned to Sprint. Both are licensed in the EBS portion of the 2.5 GHz band, which typically are not directly licensed to commercial wireless carriers, however, both licenses have been licensed and used for commercial operations since at least 1992. See CNI Wireless, Inc. (“CNI”) substantial service showing dated October 21, 2011 (FCC File No. 0004922005),. In 2013 CNI assigned (FCC File No. 0006046354) both stations to BSO which, according to BSO’s public interest statement, would use the CEBS licenses to provide “technologically advanced wireless broadband services” to its customers.   

Sprint also filed new lease applications for two call signs in New Hampshire.  These are new leases for Sprint.  The next transactions involve BPC Spectrum leasing their 700MHz Guard band spectrum to Eastern Carolina Broadband in 10 North Carolina counties.  Farmer's Telephone is leasing 4 counties of AT&T's PCS A block spectrum and 1 county of AT&T's PCS F block spectrum in South Carolina.  The last group of transactions involve leasing partial counties of AT&T's 700MHz spectrum in Wisconsin to Michigan Wireless.
