In this week's transactions, Verizon filed to acquire an AWS license in CA/AZ.  Dawson Public Power is acquiring the 700MHz Guard band channel over 5 counties in Nebraska.  AT&T is leasing the 700MHz-B channel in the US Virgin Islands. Sprint filed 9 new leases acquiring 8 of those leases from Speed Connect.  The new leased spectrum is in Texas, Montana, Idaho, and Nebraska.  The new HITN lease is a new lease they previously controlled but expired. The last two leases are leases for Wisper Wireless where their previous leases had expired. Wisper's leases are in Minnesota. The last transaction, is a new EBS license request by the Havasupai tribe in Arizona.  The Havasupai tribe is requesting the conversion of a temporary license to a permanent license.

In this week's transactions, T-Mobile continued to rolled up 4 additional AWS/PCS licenses in Iowa.  Mark Twain is acquiring a 700MHz license in Missouri, and SRT Communications is acquiring the 600MHz F & G channels for 8 North Dakota counties.  The last 5 transactions continue Sprint's trend of acquiring New EBS leases that were previous controlled by Speed Connect.  These licenses include areas in South Dakota and Idaho.

In this week's transaction report, there are 3 groupings of transactions.  First, RigNet (a commercial operator to oil platforms in the gulf) is acquiring AT&T's 700 C&D block licenses covering just the Gulf of Mexico.  The D block licenses in ULS didn't properly show licenses over the Gulf so RigNet/AT&T submitted the original FCC EAG regions map indicating their inclusion in the EAG703 and EAG705 licenses.  The second grouping is Sprint's continued roll up of 2.5GHz leases in areas that SpeedConnect was the previous lessee.  As Sprint has committed to overlaying 2.5GHz on all of its towers, these new leases provide new or expanded channels in ID, MI, TX, NE, SD, and MT.  Predominately, these licenses cover rural areas.  The third grouping is a pending termination of PCS licenses in American Samoa.  American Samoa Telecom Authority has already filed an extension request citing the difficulty to build in a market with limited flights and a challenge that followed a cyclone hitting the islands.  I consider it likely that the FCC will approve their extension request in which American Samoa Telecom Authority indicated that would meet the construction bench marks by July 2018.

This week there are 3 simple transactions and one complicated transaction.  First, Sprint has completed a new lease for EBS spectrum covering the Port Arthur, TX area.  Second, Panhandle Telecommunication filed two long term leases for a total of three counties in the panhandle of Oklahoma.  The last transfer transaction is confusing because it relates to the LMDS spectrum licenses that T-Mobile began acquiring in December 2017 and has consummated.  This transfer application was filed in 2005 as Cortelyou went into bankruptcy protection.  I assume the courts finalized the bankruptcy and allowed these licenses to be conveyed to ATX Communications.  ATX Communications had already assigned these licenses to First Communications in late 2005 who assigned them to T-Mobile in December 2017.  I believe the only purpose of the Cortelyou/ATX Communication transactions is to clear up the ownership lineage, but does not affect the current ownership of the spectrum which is currently in T-Mobile's control.

In this week transactions, T-Mobile (through Iowa Wireless) continues to acquire the minor PCS and AWS spectrum owners in the Des Moines MTA.  Sprint's lease to the City of Donalsonville, GA is interesting.  From the FCC application public interest statement:  "Lessee is in the process of completing a system whereby it will provide fixed broadband services to residents of Seminole County, including students in the County that do not have access to and cannot afford broadband services."  This is surprising because the core of Sprint's 2.5GHz LTE network has typically been the BRS (owned) channels and they are authorizing the city to build a fixed broadband network on this spectrum.  The remaining transactions show some leasing between Sprint and two different regional operators, Great Woods/Phoenix Wireless in the Northeast, and Alaska Wireless in Alaska.

FCC Assignment Transactions posted on March 14, 2018 
In this weeks transactions, T-Mobile (through their Iowa Wireless subsidiary) continues to roll up the independent spectrum owners in Iowa.  AT&T is acquiring  700MHz C block spectrum in Kentucky and Virginia for their 700MHz (non-FirstNet) LTE.  First Communications is leasing back most of the LMDS (28-31GHz) spectrum that they sold to AT&T.  T-Mobile retains access to 850MHz of the the spectrum in Lima, Findley, Mansfield, Sandusky, and Ashtabula, OH.  Smith Bagley leases lower 700MHz spectrum from AT&T in their Arizona and New Mexico markets.  These leases are in rural areas outside of AT&T's current coverage.  This rural roaming strategy is similar to ATNI"s (Commnet) strategy in many western states.

In today's Spectrum Summary we want to highlight a couple of transactions.  
  • Verizon acquiring PCS spectrum from USCellular in 5 markets.  
  • T-Mobile is continuing to acquire permanent rights to the spectrum that Iowa Wireless has typically leased in Iowa.
  • AT&T receiving from USCellular 2 - 700MHz licenses in Iowa.
  • Sprint acquiring some of Flat Wireless' PCS spectrum in Texas and Arizona.
  • SpeedConnect (a 2.5GHz carrier) cancelling their leases in Mississippi, making them likely available for Sprint.
  • Sprint cancelling leases with Leaco Rural Telephone in Texas, Arizona, and California.  Leaco has been a Sprint regional partner.
  • Sprint receiving a new spectrum lease for 2.5GHz spectrum in Chicago.
