FCC Transactions - September 26, 2018

In this week's FCC Transactions, Sprint has initiated a new EBS lease in Louisiana.  This spectrum was previously leased to Blue Bird Wireless.  ANTI continued leasing the rural parts of AT&T's 700MHz spectrum, this time focused north of Reno, NV.  In the last transaction, Standing Rock Communications leased the 700MHz A-block from Infrastructure Networks in 2 counties on the North and South Dakota border.  This is an interesting transaction because 700MHz - A block has typically been T-Mobile's focus.  In fact they have had other transactions with Infrastructure Networks for 700MHz - A block spectrum.  These are very rural counties that probably don't figure into T-Mobile's focus now that they control and have deployed 600MHz in other markets.

FCC Transactions - September 19, 2018

This week's FCC transactions have a large number of new leases providing Northeast Iowa Telephone access to AT&T 700MHz, PCS, and AWS1 licenses in 83 counties spanning Iowa, Illinois, and Minnesota.  All but three of these leases are for partial counties.  This seems to indicate that AT&T is leveraging NEIT for a rural coverage build in these markets.  Go Long Wireless will be acquiring Central Texas Wireless; MVDDS license (12.2GHz) in San Angelo, TX.  Dish is the primary holder of MVDDS spectrum but Go Long Wireless is the second largest holder of this spectrum.  Next, Loup River Power is acquiring 700MHz Guard band spectrum for 6 Nebraska counties and Cellcom is acquiring two AWS1 licenses in Wisconsin.  The last transaction is a lease by Crystal Automation for Sprint's BRS1 channel in Michigan.

In this week's FCC Transactions AT&T was very active.  AT&T filed to acquire 2 PCS spectrum licenses and 3 AWS1 spectrum licenses from Nsight Spectrum in Michigan and Wisconsin.  AT&T also initiated spectrum exchanges with both Flat Wireless and USCellular.  The Flat Wireless exchange is focused on the Texas and Oklahoma areas and the USCellular exchange is also focused in the Oklahoma area.  The Flat Wireless exchange only included AWS1 licenses while the USCellular exchange included both PCS and AWS3 licenses.  The remaining transactions involve the 700MHz Guard Band.  Perennial Public Power is acquiring the 700MHz-GB in two Nebraska counties and Double Dog Communication is leasing the 700MHz-GB in one Pennsylvania county.

FCC Transactions from August 29, 2018
In this week's FCC Transactions there are 4 themes.  First, AT&T and USCellular are swapping spectrum in the mid west and northwest.  Through these transactions AT&T is receiving 8 - 700MHz B and C block licenses while USCellular is receiving a PCS and AWS3 license.  This is a curious transaction because AT&T has access to the 700MHz FirstNet spectrum in all of these markets.  This will allow AT&T to increase their 700MHz LTE channel by 5MHz in some markets and in CMA406, AT&T will be able to finally launch 700MHz LTE (a 10MHz channel).
The second theme has Verizon acquiring two AWS1 licenses from Mediapolis Telephone in Illinois and Iowa.
The remaining themes involve the 700MHz guard band channel.  Avista Corporation is acquiring 3 licenses in the Northwest from Access 700 and BPC Spectrum.  In addition, MitoTec is leasing 11 licenses across the southwest, mid west, and northeast from Access 700.

FCC Transactions - August 15, 2018
In this week's FCC Transactions, Skyriver files to acquire M&M Brothers 24GHz spectrum.  These 4 licenses are the only remaining 24GHz licenses not in the FCC control.  Last week, the FCC worked out an agreement with M&M Brothers to shift their spectrum held in these 4 - PEA markets to assist in freeing up contiguous blocks of spectrum for the 24GHz auction.  There are 4 - 700MHz Guard band transactions this week.  Clarity Connect is leasing the guard band for two counties in New York, and Communication Infrastructure is leasing all of the Salt Lake MEA and nearly all of the Denver MEA counties.  ATNI continued their strategy of leasing AT&T's non-FirstNet 700MHz spectrum in the rural western states for rural roaming.  In the last block of transactions, Sprint submitted new leases with Hampton Road Educational Group for continued access to 10 EBS call signs covering the Northern Virginia area.

In this week's FCC transactions, Verizon has filed to acquire all of VTel Wireless' PCS spectrum.  VTel still holds AWS and EBS/BRS spectrum.  Sagebrush Cellular is acquiring Mid-River's 700MHz B block licenses covering 4 RSA licenses in Montana.  In the final two transactions, Sprint is executing new leases in Fairmont, MN and San Diego, CA.  Sprint previously leased the San Diego channels but the Fairmont channels will be new to Sprint.

FCC Transactions - August 1, 2018
In this week's FCC transactions, Verizon is acquiring AWS3 licenses from Smith Bagley in Alabama, California, and Pennsylvania.  First Communications is reacquiring the LMDS licenses in Ohio that they assigned to T-Mobile several months ago.  While T-Mobile controlled the licenses, the FCC issued new licenses for what is now the L1 and L2 channels of the Upper Microwave Flexible Use Service spectrum.  Thus, T-Mobile still owns 850MHz of spectrum in each of these markets.  Sprint has 3 new leases.  Two of those leases are in San Diego where they previously leased the same licenses.  The third lease is for Davenport, IA which was previously leased to SpeedConnect.  ATNI expanded their leases with AT&T to include AT&T's 700MHz spectrum in Arizona, Nevada, New Mexico, and Colorado.  These appears to be ATNI's first leases for low band spectrum with AT&T.  The final lease appears to SI Wireless leasing 600MHz spectrum from a parent company.

This week's FCC transactions start with the assignment of all Joseph Sofio's AWS3 licenses to Blue Ridge Wireless.  This appears to be related to corporate structuring.  Joseph only recently received these AWS3 licenses.  The next transaction assigns an EBS license from one educational entity (West Central Illinois Education Telecom) to another (Southern Illinois University).  This spectrum will continue to be subleased to Sprint.  Verizon has executed 3 assignments with ATNI to receive one full license and two partial licenses in Texas, Alabama, and Nevada.  In return, ATNI is receiving a partial license in New Mexico.  Also in the assignments, Sprint is purchasing a BRS license in Hawaii, and the Detroit School District is assigning one of their licenses to another affiliated entity.  In Guam, Sprint is receiving access to a paired 1.25MHz of SMR spectrum from Choice Wireless.  Cherry Capital is leasing the 700MHz Guard Band from BPS Spectrum in 9 Michigan counties.  Rounding through the last transactions, Sprint initiated two new leases, one in Idaho and one in San Diego, CA.  They were already leasing the San Diego license and the Idaho license is another SpeedConnect takeover.  Finally, Crystal Automation is leasing two EBS channels in two Michigan counties.

In this week's FCC transactions, 360 Communications filed a lease for EBS channels in Lawton, OK.  Sprint also leased additional EBS channels in Pocatello, ID.  River Valley Internet leased the 700MHz Guard Band in Clinton, PA.  Typically this band is being by power companies for automation so it is unusual to see a broadband company accessing this spectrum since it is only a 1MHz paired channel.  In the final three transactions, Skyriver is leasing millimeter wave spectrum from Verizon in Los Angeles and San Diego.

In this week's transactions, NEIT Wireless (an Iowa wireless carrier) initiated a lease for a portion of AT&T's PCS-C license in Butler County, IA.   Sprint also initiated a lease for a EBS-D1 channel in Del Rio, TX.  Sprint did not previous lease this license and they are only leasing the D1 channel, not the D2, D3, and D4 channels that are also on this license.

In this weeks' FCC transactions Western Farmers Electric Coop has filed to acquire the 700MHz guard band from Access 700 in many mid-western markets.  Arctic Slope (a northern Alaska carrier) is leasing AT&T's PCS and 700MHz spectrum in their service territory.  Sprint filed a new lease for EBS spectrum in Denver.  Sprint previously leased this spectrum but the lease expired in 2009.  The last group of applications are lease transfers from various companies associated with Rise Broadband (Jeffrey Kohler) to LS Star Equity.  Many of these leases are in markets where Sprint has strengthened their spectrum position in the last few months.  It would appear that LS Star Equity may have intentions to assign these leases to Sprint at the right price.  All of these leases are for EBS spectrum except for a 28GHz lease for the Dallas/Fort Worth B channels.  The licensee for the Dallas 28GHz channels is Key Linx Partners, L.P.

FCC Transactions from June 20, 2018
The FCC transactions this week start with an assignment of a Minnesota EBS license from one educational group to another.  Next, Sprint acquires BRS spectrum licenses in Key West, FL and Hilo, HI.  360 Communications initiated a new lease for a EBS license spanning the Oklahoma/Arkansas border near Fort Smith.  Sprint's new leases with the University of Nebraska provide additional spectrum depth in Kearney, NE.  These leases effectively ended a lease arrangement with SpeedConnect.  The last group of leases with SpeedConnect provide Sprint additional spectrum in Cedar Rapids and Davenport, IA.

Wireless Telecommunication Bureau Accepting Applications to Modify Existing Licenses in the 39 GHz Band

This notification was released Friday.  With this Public Notice, the FCC is enabling the existing licensees in the 39GHz band to voluntarily modify their licenses from 50MHz by 50MHz paired licenses to new PEA market licenses.  With this Public Notice the FCC is providing a path for partial county licenses and a strategy to move existing 50MHz and 100MHz channels into the new 200MHz channel blocks.  In short, the FCC will allow the 200MHz blocks to be dis-aggregated into 50MHz and 100MHz channels. Applications to modify existing 39 GHz licenses will be accepted until February 1, 2019, which will likely prevent an auction from being considered for the 39GHz band until at least late 2019.

FCC Transactions - June 13, 2018

In this weeks' FCC transactions, T-Mobile and Central Texas Telephone exchange AWS1 licenses in San Angelo, TX and T-Mobile acquires 6 counties of 700MHz - A block spectrum between the San Antonio and San Angelo, TX markets. This further expands the potential service area for T-Mobile's LTE+ service. Sprint is acquiring PCS and 700MHz licenses in Puerto Rico from PRWireless (Open Mobile). It is interesting to note that Sprint will now control a license for the 700MHz - Upper C block (Verizon's block). The remaining transactions are new leases for Sprint covering Idaho, Nebraska, and Illinois. All of these are new leases, not previously under another carriers control, except the Nebraska lease which was previous held by Xanadoo which has been immersed in a bankruptcy process.

FCC Transactions - June 6, 2018
 
In this weeks' FCC Transactions, T-Mobile is acquiring a 700MHz - B license for 3 counties west of Cleveland, OH.  These are counties where T-Mobile will now be able to have 10MHz LTE channel (combined with the A block channel) at 700MHz and AT&T will be limited to their 5MHz 700MHz-C block.  Sprint submitted new leases for 2 licenses in Buffalo, NY and 2 licenses in PIttsville, MA.  All 4 licenses have a common owner, but had never been leased before.  Sprint's last new lease is a lease that they are taking from SpeedConnect in Pocatello, ID.  The last block of transactions involve Nex-Tech Wireless leasing Sprint's BRS and SMR spectrum for rural counties in Kansas and Nebraska.  This is the SMR spectrum that Sprint operates their low band CDMA and LTE.
