FCC Transactions from February 24, 2021
In this week's FCC transactions, T-Mobile filed 2 assignment applications to acquire EBS licenses in Texas and Kansas. T-Mobile previously leased the Texas spectrum but the Kansas spectrum expands its spectrum resources. SI Spectrum filed to acquire a PCS license in Kentucky from AT&T. T-Mobile also submitted 3 new lease applications for EBS spectrum. Two of these licenses provide spectrum in Hawaii and one provides spectrum in Texas. T-Mobile previously leased each of these licenses. Rhino Communications also submitted a new lease application for an EBS license in Nebraska that they previously leased. The last new lease applications were filed by Wireless Etc. to re-lease 3 EBS call signs providing spectrum in Arkansas. The final group of applications are new sublease applications. In each of these applications, T-Mobile is subleasing spectrum they control to either Liberty (GCI) in Alaska or TPT SpeedConnect in Nebraska, South Dakota, and Idaho.

FCC Transactions from February 17, 2021
In this week's FCC spectrum transactions, BeamSpeed filed to acquire a EBS license from Shekinah Network in Arizona that they already leased. T-Mobile filed to acquire 12 EBS licenses involving spectrum in Texas, Ohio, Massachusetts, New Hampshire, Indiana, New Jersey, Florida, Wisconsin, Georgia, and New York. T-Mobile previously leased each of these licenses. T-Mobile also filed to acquire 6 PCS licenses that fill in some of the missing areas of the PCS A block spectrum in the Des Moines-Quad Cities area. Strata Networks filed new lease applications to acquire 2 channels of 600MHz spectrum in 3 Wyoming counties and 3 Utah counties from Gold Spectrum. The final transactions were new lease applications from T-Mobile. Each of these applications is a re-lease where T-Mobile previously leased the spectrum. With these applications T-Mobile retains access to these EBS channels in New York and New Jersey.

FCC Transactions from February 10, 2021
In this week's transactions the City of Omaha filed to acquire the 700MHz Guard Band channel for seven Nebraska and Iowa counties from Access 700. T-Mobile filed two applications for EBS spectrum. The first was an acquisition of an EBS license in Arizona from Oak Creek Ranch School. The second is a new lease for EBS spectrum in Minnesota from Bertha-Hewitt Public School District. Also filed this week are two assignment applications for SoniqWave acquiring two EBS licenses in Georgia. SoniqWave previously leased both of these licenses. The final applications are new lease applications between Michigan Wireless and AT&T. Michigan Wireless is leasing access to six 700MHz licenses in parts of seven Wisconsin counties.

FCC Transactions from February 3, 2021
In this week's FCC transactions, T-Mobile filed to acquire one EBS license and re-leased seven EBS licenses and one BRS license. These licenses provide T-Mobile continued access to spectrum in Arkansas, Texas, Missouri, and Maryland. Also in this week's transactions T-Mobile leased their BRS1 channel in Colusa County, CA to the Colusa County Office of Education. The final transaction involves a new lease of an EBS license in Michigan to Spectrum Broadband, which has a similar contact, Tim Lebel, to the previous lessee.

FCC Transactions from January 27, 2021
In this week's FCC transactions we see a series of assignments from Sirius XM Radio to acquire AT&T's WCS C and D channels. These channels act as a guardband to AT&T's LTE service in the WCS A and B channels. Below I have included an image of the WCS band plan. All of these applications were filed back in September 2020 with a
waiver prior to AT&T's initial service requirement on 4 of the 6 REAG licenses for the WCS C and D Blocks. They had abandoned a LTE smart grid development project because of two different spectrum market actions. The first was the availability of CBRS Spectrum that utilities could own, and the second was the reconfiguration of the 900MHz spectrum that PdvWireless (Anterix) significantly controls. Since SirrusXM's applications to acquire this spectrum have shown up on public notice, I would imagine that the waiver is either approved or will be approved soon. SirrusXM is proposing to expand their Satellite Radio service into the C and D blocks, coordinating with AT&T to not affect AT&T's LTE service in the A and B Blocks. SirrusXM plans to offer a service to public safety organizations like FEMA and Homeland Security where WCS SiriusXM devices are placed in advance of emergencies to provide one-way communications to those received devices in cases where the communication infrastructure is significantly impacted. No mention was made of whether any hardware or software changes would need to be completed on SiriusXM satellites to support wider operations into the WCS bands.
Beyond these WCS applications, T-Mobile filed an assignment application for an EBS license in Tennessee that they already lease and T-Mobile filed 11 new re-lease applications for EBS licenses in Louisiana, Alabama, Georgia, and Arkansas. Rhino Communications also re-leased an EBS license in Texas. The final application is a new lease of 700MHz spectrum from ATNI to Nevada Gold Mines directly covering their mining operation.

FCC Transactions from January 6, 2021
In this week's FCC transactions, T-Mobile filed to acquire one of the BRS BTA licenses that they don't currently control from North Dakota Network. This license includes all 13 BRS channels over the entire Minot, ND BTA. AT&T also filed an assignment application to access 3 PCS licenses owned by C Spire in Arkansas and Tennessee. In the new lease applications for smaller carriers, Aeronet Wireless re-leased an EBS license in Puerto Rico and White Cloud Communications re-leased an EBS license in Kentucky. SoniqWave submitted 8 new lease applications where they are accessing EBS licenses that were previously leased to Spectrum Holdings. These licenses are primarily in the south including license areas in Georgia, Alabama, and Florida. T-Mobile submitted 12 new re-leasing applications providing them with continued access to EBS spectrum in Alabama, Pennsylvania, Louisiana, Tennessee, Oregon, Arkansas, Missouri, and Oklahoma.

FCC Transactions from December 9, 2020
In this week's FCC transactions, T-Mobile and AT&T submitted applications to assign parts of 13 AWS-1 licenses to each other. Several of the assignments break specific counties out from the existing call sign. From these applications, T-Mobile is increasing their spectrum depth in Oklahoma, Kansas, Wisconsin, and Utah. AT&T is increasing its spectrum depth in Utah, Ohio, Wisconsin, Mississippi, and Louisiana. T-Mobile also filed to acquire an EBS license from Grapeland Independent School District in Texas, which they currently lease. T-Mobile filed 16 new EBS leases. The leases with Aeronet Wireless covering Puerto Rico provide new spectrum to T-Mobile and one of the Texas leases is also new. The remaining leases provide continued access to spectrum in Texas, Alabama, Florida, Nebraska, New York, and Pennsylvania. Also this week, new leases were filed involving the Nevada Gold Mines leasing AWS-1 spectrum for their mine facilities from ATNI and Huntsville Board of Education leasing back the EBS spectrum that they assigned to SoniqWave two months ago.

FCC Transactions from December 2, 2020
In this week's FCC transactions, T-Mobile has filed assignment applications for 4 licenses with LIberty University (VA) and the University of Southern California (CA). The assignment with the University of Southern California (USC) is the most interesting. USC is not assigning the 4th channel on either the KWE33 and WDD655 license. T-Mobile currently leases each of these 4th channels, but the fact that USC is retaining ownership would indicate that they have plans to use both the A4 and B4 channels for video broadcast, preventing T-Mobile from utilizing most of the EBS/BRS mid-band segment (MBS) in the Los Angeles market area. For T-Mobile to achieve a 100MHz channel size for 5G, they must operate across the EBS/BRS mid-band segment. Also this week, T-Mobile files new EBS lease applications for licenses in Arkansas and Virginia from Hackett Public Schools and the F Corporation. T-Mobile currently leases each of these licenses. Rise Broadband also filed to re-lease an EBS license in Texas from Abilene Christian University. In the last application, Nex-Tech Wireless filed a new lease application to access United Wireless' 700MHz lower C-block channel for two complete counties and 1 partial counties in Kansas.

FCC Transactions from November 25th and 27th, 2020
In this week's FCC transactions we finally see the applications for Verizon's acquisition of Bluegrass Cellular, which was announced October 19. 2020. Verizon is receiving a total of 52 licenses including licenses in the 600MHz, 700MHz, Cellular, PCS, 24GHz, and 28GHz frequency bands. It will be interesting to see if Verizon will end up selling the 600MHz, 700MHz, and 24GHz licenses which are all frequency blocks they have avoided. The 700MHz licenses are the lower B and C channels which are typically deployed by USCellular and AT&T. Silver Star Telephone also filed to acquire 600MHz spectrum in two Idaho and two Wyoming counties from Gold Spectrum. Central Texas Communication filed to acquire an EBS license in Central Texas from Lohn Independent School District. Central Texas currently leases this callsign. Also, this week, T-Mobile filed new EBS lease applications for 2 licenses in North Carolina, 1 license in Washington, and 1 license in Texas. T-Mobile currently leases each of these licenses. In the last application, Unified Communications filed to re-leased an EBS license near Houston from Somerville Independent School District.

In this week's FCC transactions, AT&T filed to acquire parts of two licenses in Indiana. With the AWS-1 license, AT&T is receiving two counties from Ligtel Communication and with the 700MHz license AT&T is receiving one county. Verizon also filed to acquire licenses in Wisconsin and Minnesota. Verizon is receiving two PCS licenses and one AWS-1 license from NEIT Wireless. California Internet (GeoLinks) filed to lease parts of three LDMS licenses from Verizon. California Internet is leasing one of these licenses in Las Vegas (Clark County NV), one in Los Angeles (Ventura, Los Angeles, and Orange Counties), and one in San Francisco (Alameda, San Mateo, San Francisco, and Santa Clara Counties). In the last set of transactions, T-Mobile is re-leasing seven EBS licenses. These licenses provide spectrum in Alabama, Florida, and New York.

FCC Transactions from November 4, 2020
In this week's FCC transactions T-Mobile filed one assignment application and four new lease applications for EBS spectrum. The assignment application was for one license in western Virginia, while the new lease applications included call signs in Florida, Tennessee, Arkansas, and Washington. Each of these licenses was previously leased to T-Mobile. IConnect filed an additional assignment application this week for one WCS license and one 700MHz license covering Guam and the Northern Mariana Islands. Two weeks ago, iConnect filed to acquire SMR, 700MHz, PCS, and AWS-1 licenses from Choice Phone. The two licenses in the new application are both in the terminating process for not meeting the buildout deadlines. American Wireless filed to lease back the spectrum they assigned to T-Mobile back in August. The public interest statement with this application stated that American Wireless is leasing all of these licenses to continue existing operations until they can transition their existing subscribers to new spectrum bands. In the last application, Great Woods Wireless filed to lease T-Mobile PCS spectrum in parts of 5 Maine counties.

FCC Transactions from October 21, 2020
In this week's FCC spectrum transactions, Verizon filed to acquire an AWS-1 license from Flat Wireless covering three counties in Texas. T-Mobile filed to acquire two EBS licenses in Iowa from Iowa Rural TC, one EBS license in New Jersey from Rutgers University and one EBS license in Puerto Rico from Puerto Rico Medical. The licenses from Iowa Rural TC were not previously leased by T-Mobile, but T-Mobile was leasing the Rutgers license and the Puerto Rico Medical license. The next group of transactions involve iConnect acquiring SMR, 700MHz, PCS, and AWS-1 licenses from Choice Phone. In addition, iConnect is acquiring PCS licenses from Wave Runner. All of these licenses are for spectrum covering Guam and the Northern Mariana Islands. AT&T has filed to acquire four AWS-3 spectrum licenses from Blue Ridge Wireless in the upper midwest and the south. SoniqWave filed to acquire four additional EBS licenses in New Mexico and Texas. SoniqWave already leased the New Mexico licenses but the Texas licenses are new to their control. T-Mobile also filed 4 new lease applications for EBS licenses in Texas and Louisiana. The two Texas licenses are new to T-Mobile, but the two Louisiana licenses are re-newed leases. The last two transaction groups involve regional carriers leasing spectrum in partial counties surrounding a national carrier's existing network. The first group of these transactions involve Commnet and AT&T with three PCS licenses in Utah and the second group involves Inland Cellular and T-Mobile with four PCS licenses in Central Washington.

In this week's FCC transactions PTI re-leased the SMR, 700MHz, PCS, and AWS-1 licenses that they currently lease from Choice Phone in Guam and the Northern Mariana Islands. SoniqWave filed two new lease applications for EBS licenses in Georgia. Both of these licenses were previously leased to Spectrum Holdings. T-Mobile filed 4 new lease applications for EBS licenses in Washington, Texas, and Arkansas. 3 of the applications are for licenses they already control and one (Texas) is a new lease. In the final transaction, White Cloud Communications filed to re-lease an EBS spectrum license in Kentucky that they currently lease.
